I think and extended family is just basically a group of people in your life that isn't blood related, but you still consider them as family. Like a best friend, a mentor, that sort of thing.
No, it wouldn't be weird for you to go out with your cousin's best friend, because he/she is just that - your cousin's best friend, and nothing more.
