He could be too timid, confused about how he feels about you, or he could be gay. Personally, I wouldn't tell a girl that I kind of liked that I thought of her as a sister. I've come across a girl who received valentines stuff from a guy friend that called her his sis. Then he made a move on her later. Fucking creepy.
