Those piercings don't hurt much. The nose piercing remains sore for a short while, but it's not bad. There are saline products you can buy (specifically, H2Ocean) that help with pain and make cleaning much easier. 
Do you have to be 18 to get it on your own, or could you have a parent's permission/let them sign for you? A ton of people have their nose pierced, and I know this guy who got his lip, eyebrow, and tounge pierced all in one day. 
You can have parental permission, if you're under 18. Few places won't do piercings even if you have parental consent, and a lot won't do tattoos even if you have parental consent either. Piercings are easier.

Most of the piercing places around where I am will do it without parental permission as long as you're 16.
It really depends where you live, I think.

I'm 18 next Monday so I will be old enough to get my tatoos I've wanted for years :D
I've always wanted a dragon on my hip, as I love the whole myth and legend surrounding them, and have statuettes, ornaments, clocks and mirrors with them on all over my room. I also love the fact they're so strong and solitary, that's like the symbol of what I want to be- someone who can survive on their own and be so dignified with it.
I also want a spider on my shoulder blade, no particular meaning behind that one, I've just seen loads of designs that I love and I like it that other people say "Ergh spiders creep me out!"
I then want a butterfly on the other hip, as this is showing the fragile part of me that's easy to break.
All very cliched I know, but I've wanted them for years, so they mean a lot.
