No, safe mode prevents the changing of core Windows system files and services, which the Antivirus needs access to. So you can only install it in normal boot mode. You might be able to disconnect the drive and connect it to another computer with McAfee already installed and search is as an external drive for viruses.

No, not really. You'd need to install the antivirus on a bootable partition on the hard drive so that you could scan that data on the hard drive. There's no way to gain access to the drive unless you connect it directly to another computer, or run software from itself. Your best option is to connect it to another computer, or perhaps find some anti virus that can run from a bootable CD.
