Everyone is different from each other.
Breats sizes, height, weight. Its all different.
For girls the size of your breats are likely to be around the size of your mothers.
Some girls are late developers and some are early.
In the end it all catches up with you, so no worries.

Also if the 13 year old is "fat" then some of the fat can help contribute to the size of her breats.


Having massive tits isnt always a good thing.
It normally is, but thats not the point.
Having big breats can lead to back ache and so on...
