In most countries girls are considered women after they have sex, even if it's rape.

Ok... But what about girls/women who have sex irresponsibly without thinking about consequences? Or those who have sex and don't want kids?

So in this special place where you live, everyone who is having sex is doing so because they want a kid and want to start a family? People in that special place don't have sex for fun? Some people don't have sex irresponsibly? Every pregnancy in your world is the result of a conscious decision to raise a family as opposed to an accident or irresponsibility? Wow, please send me a map how to get there, because other than not having sex for fun, it sounds like a pretty wonderful place.
