Sure, the pedophile may be innocent because he hasn't PERFORMED the activity, but he/she is on the edge. Tempted to act. And this is what keeps law enforcement alert and ready to pounce.

i find it disturbing you seem to support law enforcement being 'ready to pounce' rather than overcoming the discrimination that innocent people are suffering; where the hell does a paedo go for help?

And for the record, i know of no case of anyone being locked up just for being a paedophile. Most likely they have acted upon it, and that, atleast in America, is illegal.
