All the stories are single apparatments that can move independantly from one another using both solar and water-power. And they can be build on the ocean.

So people will move to the ocean to live and to the moon for vacation around 2040, I think.

We shall see within  60 years.
Luckily my ancestry shows we live really long( 85- 100 years old), so i can't  wait to be alive and see dramatic changes in our world.

There's elevator shafts in the center. I wouldn't mind living in one of those. Think about it, you can turn the entire place to maximise your view and see whatever you feel like outside.

i dont really see the point of the rotating....

If you're getting too much glare on your TV, it might be convenient to make your whole apartment / flat rotate so that the room you're in won't get any sunlight shining in on it, thus no glare.  Same goes for if you're sleeping and the sunlight wakes you up.

doesnt seem worth the cost.

At least not to the common person.  If these buildings are ever built, only the more wealthy would be able to afford such places.  The lower classes will always remain in the shitty apartments which are completely stationary.

They actually are already standing. There are some in the sea near Japan, some in Dubai and in some of those Asian countries.
