I think in California, at least last I've heard, this was possible. The 5050 law, or something. I'm not sure if it's still active, but it's fairly easy to get a minor committed. Especially since they tend to err on the side of 'safety' even if it means violating someone's civil rights...

No, what you're stating is not true, There are provisions for having people committed for evaluation, but it's not like someone can just call up and says so and so is suicidal, and get them committed.
